The scope comprises Ciena optical networking equipment, software licenses, and managed support services for the Department of Public Safety and Correctional Services Non-video project at the Eastern LATA facility in Glen Burnie, Maryland. All software licenses carry perpetual licensing terms. The procurement includes one year of managed spares and select support packages with next business day arrival for 3948, 5171, and 8110 platforms, plus installation support materials (cables, velcro, fasteners), and Navigator Base with Enhanced Troubleshooting software.
Price is the primary evaluation criterion. Bidders must provide screenshots of Ciena manufacturer's suggested retail prices and evidence of authorized reseller status. Master Contractors must submit estimated ship dates and lead times for each line item. Pricing must remain valid for at least 90 days following the bid due date. Proposals must be submitted electronically through the eMaryland Marketplace Advantage (eMMA) system. For one-time priced items, invoicing is due within 30 days of acceptance; for annual pricing, invoicing begins within 30 days of contract start.
