This is a Small Business Reserve (SBR) procurement limited to certified small business vendors meeting Maryland State Finance and Procurement Article requirements and certified by the GOSBA Small Business Reserve Program.
Only Master Contractors currently awarded under the Desktop Laptop and Tablet 2015 Master Contract (BPO # 060B5400007) are eligible to bid. Bidders may include a Letter of Authorization from the manufacturer with their proposal.
The scope is 35 Dell Pro 16 laptops (Model PC16250) and 35 Dell Pro Thunderbolt 4 Docks (Model WD25TB4), or equivalent/updated specifications as proposed. The laptops are configured with Intel Core Ultra 5 235U vPro processors, Windows 11 Pro, 16GB DDR5 RAM, 256GB SSD storage, 16-inch FHD+ displays with integrated cameras, and Wi-Fi 6E connectivity, with 65W USB-C power adapters. The dock units include Dell Limited Hardware Warranty and Advanced Exchange Service covering three years. Delivery is required to DOIT at 100 Community Place, Crownsville, Maryland 21032, with delivery contact Karie Mitchell.
Award will be based on ability to provide requested equipment and support services, manufacturer authorization status, MSRP documentation, Mercury Affidavit compliance, and price. Bidders must provide the manufacturer's estimated ship date and lead time, submit MSRP screenshots, confirm authorization as a Dell reseller, and ensure pricing remains valid for at least 30 days after the due date. Equipment must be new and unused; invoices must be submitted within 10 days of delivery with proof of delivery and equipment serial numbers. Questions are due September 21, 2026 at 10:00 AM EST.
