About this opportunity

The Maryland Department of Information Technology is requesting proposals to increase user license count for Microsoft Entra under a secondary competition limited to current Master Contractors awarded under the COTS 2012 Master Contract (BPO #060B2490021), with proposals due June 8, 2026 at 10:00 AM EST.

This is a restricted competition open only to incumbents on the state's COTS master contract vehicle. Eligible contractors may submit a Letter of Authorization with their bid. Questions are due June 4, 2026 at 10:00 AM EST.

The scope covers 60,000 additional user licenses for Entra self-service password reset functionality. Bidders must specify delivery and installation details, provide manufacturer authorization documentation, include screenshots of the Manufacturer's Suggested Retail Price, certify virus-free software, and submit all applicable software licensing agreements and Acceptable Use Policies. All bids must be submitted electronically through the State's eMaryland Marketplace Advantage (eMMA) e-Procurement system.

Evaluation criteria in descending order of importance are conformance with scope of work, price, and delivery schedule. Pricing must remain valid for at least 90 days following the proposal due date. Place of performance is DoIT Identity Access Management. Invoices are due within 10 days of equipment delivery to doitfiscal.invoiceservice@maryland.gov and must include proof of delivery with equipment serial numbers.
