About this opportunity

The State of Maryland is soliciting proposals for radio equipment and related services to support the FIRST (Flexible, Integrated, Real-time, Statewide, Trusted) radio system expansion at the Barton site under RFP FC0002091 B, with proposals due October 6, 2026.

The scope encompasses a comprehensive two-way radio infrastructure upgrade at the Barton All-Gar Simulcast Cell location, including core expansion licenses for ASTRO 25 FDMA and P25 Phase 2 TDMA trunking; six D-Series Multicarrier Radios with simulcast and TDMA capabilities; RF distribution systems with diversity receivers; network equipment including two SRX345 routers and a Nokia SAR-8 MPLS system; alarm control units; and power distribution systems. Frequency control assignments span six channels, with channels 1 and 2 designated for both transmit and receive at 769.21875/799.21875 MHz and 769.96875/799.96875 MHz respectively. The specification requires redundant systems for critical functions, including dual DSC8500 site processors with integrated GNSS timing and Rubidium modules, dual GPS antennas with surge protection, and dual inverter modules. The power infrastructure specifies a 48-volt DC system with battery strings rated at 125 Ah and inverter modules rated for 1500VA to 3KVA capacity. The equipment includes spare field replaceable units for multicarrier power amplifiers, transceivers, preselectors, and power supply rectifiers. A two-year warranty following installation is mandatory. Certain items, including the Transceiver N+1 upgrade and Advanced Power Monitor components, must be provided as separate line items for pricing purposes.

Bidders must submit a completed Mercury Affidavit as a binding declaration, disclosing whether any offered product or component contains mercury and quantifying the exact amount if present. This affidavit submission is mandatory and subject to applicable criminal and civil laws.

The RFP reissue indicates modifications from the original solicitation. Evaluation criteria focus on technical capability, pricing competitiveness, and vendor qualifications, considering both initial acquisition costs and lifecycle expenses. Set-asides for small businesses or disadvantaged vendors may apply under Maryland procurement policies.
