About this opportunity
The Maryland Department of Information Technology is soliciting proposals for Software-Defined Wide Area Network (SD WAN) telecommunications service delivery at Site #292 in Grantsville, Maryland under PORFP FC0001033, with proposals due October 30, 2025 at 2:00 PM EST. This is a location-specific award under the existing Data Telecommunications Services Master Contract (F50B4400028); separate awards are anticipated for each individual site.
The scope requires commodity Internet service delivery connectivity from a State data aggregation facility to the Grantsville site at 104 Parkview Drive, Grantsville, MD 21536, with a secondary address at 100 Painters Mill Road, Suite 400, Owings Mills, MD 21117. The contractor must meet or exceed all technical requirements specified in the Master Contract RFP. Minimum download bandwidth is 200 Mbps. Service levels mandate 99.7% uptime for each installed circuit and 24/7/365 support availability. The contractor must assign a project manager and complete transition-in tasks within 60 days of Notice to Proceed, not to exceed that period.
The contract term is 24 months from an anticipated start date to be determined upon purchase order execution. Pricing must include all monthly recurring charges, taxes, surcharges, connection fees, and special construction costs as fully loaded, all-inclusive amounts. The contractor shall submit monthly recurring service charges (MRC) and service installation costs, with the option to waive construction allowances. Total Evaluation Cost equals 24-month MRC plus installation costs minus any construction waivers. Price validity must hold for 120 days. Awards will be determined on lowest proposed price. No MBE goals apply. Failure to meet service provisioning, availability, and restoration requirements triggers liquidated damages per the Master Contract. Payment is due within 30 days of invoice acceptance by DoIT. The contractor must submit a Conflict of Interest Affidavit and maintain detailed invoicing identifying "networkMaryland" as the recipient. James Welch at (410) 855-3687 or james.welch@maryland.gov is the local point of contact.
