About this opportunity

The Maryland Department of Information Technology is requesting proposals for design, furnishing, and installation of an upgraded HVAC system at Baltimore/Washington International Airport's Daily Parking Garage under Task Order Request for Proposals FC-362-26, with proposals due July 30, 2026 at 2:00 p.m. and a mandatory pre-proposal conference on June 22, 2026 at 10:00 a.m. at 7000 Elm Rd, Baltimore. There are no MBE, VSBE, or SBR set-asides for this procurement.

The scope addresses excessive heat conditions in the Maryland FiRST equipment room on the 8th and 9th floors that threaten critical telecommunications and electrical equipment reliability. The contractor must conduct a comprehensive site survey, design and install a system maintaining stable conditions between 65°F and 80°F under normal operations (allowable range 60°F to 90°F), provide redundant HVAC units with load-sharing capabilities, and complete installation within 180 calendar days from Notice to Proceed. Design drawings must be sealed by a licensed Maryland Professional Engineer. The contractor must obtain all necessary permits, including BWI-specific permitting, comply with security requirements and criminal background checks, and provide a comprehensive two-year maintenance and warranty package covering all parts and labor with manufacturer extended warranties transferred to the State.

The contract is structured as Firm Fixed Price with milestone-based payment: 15% upon design acceptance, 30% upon equipment delivery, 30% upon installation, 15% upon system testing acceptance, and 10% upon final acceptance and documentation. Material costs pass through with no contractor mark-up. Living Wage requirements apply. One Master Contractor will be selected based on technical merit and price evaluation. Questions are due June 29, 2026 at 2:00 p.m. No federal funding is included in this task order.
