About this opportunity

The Maryland Department of Information Technology is soliciting a task order under the Radio Communications 2018 Master Contract to design, furnish, and install a Bi-Directional Amplifier (BDA) in-building antenna/amplifier system at the Cruise Maryland Terminal in Baltimore to enhance Maryland First Responder Radio System (MD FiRST) 700 MHz coverage, with proposals due September 22, 2026, and a mandatory site visit on August 17, 2026. This procurement is limited exclusively to Master Contractors currently awarded under Radio Communications 2018 Master Contract BPO #060B7400088.

The scope includes system design compliant with NFPA standards, equipment installation, optimization and testing per NFPA 1221 requirements, personnel training, complete documentation with as-built drawings, and two years of maintenance and warranty services for the approximately 65,880-square-foot facility. The contractor must complete design within 45 working days of Notice to Proceed and achieve final system acceptance within 180 working days of NTP, demonstrating 99% area reliability in critical areas and 90% in general areas.

Compensation is on a firm fixed-price basis with invoicing tied to five milestones: Agency acceptance of design (15%), equipment delivery (30%), field installation (30%), coverage testing acceptance (15%), and final system acceptance with documentation (10%). The contractor must provide all hardware, software, and materials with no mark-up on material costs and standard manufacturer warranties. All equipment must be new and unused.

The contract is subject to Maryland Living Wage requirements for service contracts valued over $100,000. Personnel accessing the Maryland Port Authority facility must obtain Transportation Worker Identification Cards (TWIC). Contractors must maintain comprehensive insurance including $1 million Commercial General Liability per occurrence, $1 million Automobile Liability combined single limit, and $5 million Umbrella Liability per occurrence, with the Maryland Port Administration, MDOT, and the State of Maryland named as additional insureds. Written questions are due August 24, 2026, at 2:00 p.m. EDT. Pricing must remain valid for 90 days following the proposal due date. No small business, MBE, or VSBE set-asides apply. Federal funding is not included in this procurement.
