About this file
This is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Department of Information Technology for radio communications services and equipment under the Radio Communications 2018 Master Contract. The PORFP, numbered FC-192-26, seeks to procure two-way radio equipment (FA I), communications consoles and associated equipment (FA II), microwave radio equipment and installation supplies (FA III), and installation, repair, and preventive maintenance services (FA IV) for the Cruise Maryland Terminal located at 2001 E. McComas Street, Baltimore, Maryland 21230. The specific equipment and service requirements are detailed in attached specification documents. A mandatory site visit is scheduled for August 17, 2026, at 10:00 a.m. to allow offerors to review the project location and existing infrastructure; attendance is optional but respondents must RSVP to the Procurement Officer by August 11, 2026. Written questions must be submitted by August 24, 2026, at 2:00 p.m. EDT, and proposals are due by September 22, 2026, at 2:00 p.m. EST through the State's eMaryland Marketplace Advantage (eMMA) e-procurement system. The work start and end dates are to be determined.
This PORFP is limited exclusively to Master Contractors currently awarded under Radio Communications 2018 Master Contract BPO #060B7400088, who may submit a Letter of Authorization with their bid. The procurement is structured as a fixed-price contract with a zero percent Minority Business Enterprise (MBE) goal for FA IV. Pricing must remain valid for at least 90 days following the proposal due date, and contractors must provide estimated ship dates and lead times for all items. All equipment must be new and unused, and contractors may not impose restocking fees for returns due to damage or incorrect shipments. Evaluation criteria prioritize NFPA compliance addressing BDA filtering, transmission delay, battery backup capacity, and alarming; system integration capability with the MD FiRST RF environment without degradation; percentage and DAQ quality level achievement; and price. Award will be made to the Master Contractor whose proposal is determined most advantageous to the State based on these factors.
