About this opportunity

Orange County, Florida is soliciting bids for a term contract to provide Fats, Oils, and Grease (FOG) delivery services for the South Water Reclamation Facility (SWRF) through Invitation for Bids (IFB) No. Y22-105-MV. The procurement seeks qualified contractors to deliver four separate lots of 4,000 gallons each of FOG, with a minimum bid price of $0.07 per gallon. Bidders must be registered Septic Tank Contractors with Orange County and possess vehicles equipped with 3" and 4" Cam-loc type connectors compatible with the facility's FOG receiving station. Electronic bid submissions will be accepted until 4:00 PM local time on March 10, 2022, through the OpenGov Procurement portal. The initial contract term is one year, with potential for four additional one-year renewals upon mutual agreement. Key requirements include adhering to safety standards, scheduling deliveries with SWRF staff, and ensuring FOG is clean and free from extraneous items. The county will evaluate bids based on responsiveness, responsibility, and lowest price.

The procurement includes potential set-aside preferences for Minority Women Owned Business Enterprise (MWBE) or Registered Service Disabled Veteran (SDV) bidders. The contract will be funded through the county's general budget, with no guaranteed minimum purchase commitment. Invoices will be processed through the Orange County Utilities Department's Financial Services. While no specific budget range is explicitly stated, the procurement suggests potential for significant volume based on the four 4,000-gallon lot specifications. The county reserves the right to award the contract to the lowest responsive and responsible bidder, maintaining flexibility in vendor selection. Potential bidders must carefully review all qualification requirements, including vehicle specifications, safety protocols, and delivery capabilities. The procurement represents an opportunity for qualified contractors specializing in FOG delivery services to establish a relationship with Orange County's water reclamation infrastructure.
