About this opportunity
Talbot County, Maryland is requesting sealed bids for farming operations on county-owned bio-solids facility property at 9786 Klondike Road, Easton, under Bid No. 26-08, with bids due June 25, 2026 at 10:30 a.m. local time at the County Manager's Office, South Wing, Talbot County Courthouse.
The scope encompasses 93.9 acres divided into two operational parcels with distinct requirements. On the 49.3-acre non-irrigated parcel, the farmer shall plant corn and/or soybeans along with cover crops consistent with the Nutrient Management Plan. On the 44.6-acre irrigated parcel subject to a Discharge Permit, the County requires conventional corn only, followed by a cover crop of clover and wheat that must be killed mechanically rather than burned off. The central capability requirement is implementation of regenerative agricultural practices: bidders must submit a detailed plan specifying use of either compost tea or compost extract, nitrogen fixation strategies, and phosphorus management practices. The current removal rates of nitrogen and phosphorus must be maintained with no additional applications in the permitted sprayed area.
Lease terms require coordination with bio-solids facility operators during spray season, planting of cover crops within seven days after harvest (weather permitting), and ongoing compliance with the Nutrient Management Plan. The farmer must also submit an annual maintenance bid in December for entrance road upkeep, including two scrapings and two ten-ton truckloads of #57 stone gravel with accompanying tickets, with costs included in the annual payment.
Sealed bids must be submitted in person; email and faxed proposals will not be accepted. Bidders are responsible for ensuring timely and complete submissions. Talbot County Council reserves the right to reject any or all bids or accept any bid in whole or in part as deemed in the public interest.
