As part of the bid submission, farmers must provide a detailed plan for implementing regenerative agricultural practices, including the use of either compost tea or compost extract, nitrogen fixation strategies, and phosphorus management practices. The current removal rates of nitrogen and phosphorus must be maintained with no additional application in the permitted sprayed area. The lease terms require coordination with Bio-Solids Facility operators during spray season, planting cover crops within seven days after harvest (weather permitting), and maintaining compliance with the established Nutrient Management Plan. Additionally, the farmer must submit an annual maintenance bid in December for entrance road upkeep, including two scrapings and two ten-ton truckloads of #57 stone gravel with accompanying tickets included in the annual payment. The Talbot County Council reserves the right to reject any or all bids or accept any bid in whole or in part as deemed in the public interest.
