About this opportunity

Plano Independent School District (Plano ISD) Food and Nutritional Services (FANS) is seeking a comprehensive full line grocery contract for the 2025-2026 school year through a Request for Proposal (RFP). The procurement encompasses 564 line items across multiple product categories including lunch and breakfast entrees, proteins, grains, dairy products, vegetables, fruits, condiments, beverages, snacks, paper products, chemicals, and custodial supplies. Vendors must comply with USDA and Texas Department of Agriculture requirements for school nutrition programs, including the Buy American Provision, which mandates domestic product sourcing when possible. The RFP will be awarded to one or multiple vendors by line item, section, or package, determined to provide the best value to the district. Responses are due by April 15, 2025 at 10:00 AM CT, with a questions deadline of April 8, 2025. The initial contract term runs from July 1, 2025 through June 30, 2026, with one optional one-year renewal period. Evaluation criteria include purchase price (50 points), vendor responsibility and responsiveness (10 points), quality of goods/services (15 points), extent goods/services meet district needs (20 points), vendor reputation (4 points), and HUB/minority/woman-owned/small/veteran-owned business status (1 point).

The procurement encourages participation from Historically Underutilized Businesses (HUB), minority-owned, woman-owned, small, and veteran-owned businesses, allocating one evaluation point for these designations. Vendors must provide comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability, and Business Auto Liability, with Plano ISD named as an additional insured. Contractors must complete several mandatory forms, including a Conflict of Interest Questionnaire, Felony Conviction Notification, and USDA Debarment Certification. The estimated annual expenditure for this contract is approximately $11.5 million, which may be exceeded by 10% annually. Pricing must remain firm and fixed for the contract term, with clear instructions for potential price adjustments. Vendors must also comply with federal procurement regulations, including disclosure of lobbying activities and adherence to the Iran Contracting Act. The district requires strict compliance with procurement codes of conduct, ethical standards, and comprehensive documentation of all business relationships and transactions.
