About this opportunity
Fannin County, Texas is requesting proposals for armed security services at the Fannin County Justice Center under RFP 2026-004, with sealed proposals due August 26, 2026 at 3:00 p.m. and public opening at 3:15 p.m. the same day. Addendum #1, issued August 19, modifies the scope to require two Level III commissioned armed guards—an upgrade from the original Level II specification—making state security licensing the primary capability filter. Addendum #2 clarifies that the Auto Liability insurance requirement of $300,000 combined does not apply to this RFP. Addendum #3, posted August 19, contains additional modifications; prospective bidders must acknowledge receipt and understanding of all three addenda in their proposals.
The scope encompasses comprehensive security services including access control, visitor screening, interior patrols, monitoring, and incident reporting at the Justice Center facility. Contractors must comply with Texas Occupations Code Chapter 1702, coordinate with law enforcement during emergencies, and participate in Courthouse Security Committee meetings. Work schedule is Monday through Friday, 8 to 9.5 hours per day, excluding weekends and county holidays.
General Liability insurance must be $100,000/$300,000; Excess Liability must be $1,000,000; and Workers' Compensation Insurance must be issued by AM Best A-rated carriers naming Fannin County as an additional insured. A Performance/Payment Bond issued by a Texas-authorized surety is required before work begins. Proposals must remain valid for 90 days. Either party may terminate with 30 days written notice; the county may terminate immediately for default.
Evaluation criteria are cost (35%), contractor qualifications (25%), experience with courthouse or government security (20%), staffing plan and training (10%), and references (10%). The Evaluation Committee convenes August 28, 2026, with anticipated award by Commissioners Court on September 15, 2026, and contract start date October 5, 2026. Questions were due August 18, 2026 at 3:00 p.m. Invoices are due by the 10th of each month with payment within 30 days; the county may withhold payment for unsatisfactory performance.
