About this opportunity

Fannin County, Texas is requesting proposals for armed security services at the Fannin County Justice Center with proposals due August 26, 2026 at 3:00 p.m. and public opening at 3:15 p.m.

The scope requires two Level II commissioned armed guards to perform access control, visitor screening, interior patrols, monitoring, incident reporting, coordination with law enforcement during emergencies, and participation in Courthouse Security Committee meetings. Work is Monday through Friday, 8 to 9.5 hours per day, excluding weekends and County holidays. Contractors must maintain Texas Level II licensing, provide English-fluent personnel with background checks, and comply with state-mandated certifications including boycott of Israel, boycott of energy companies, and non-discrimination against firearm and ammunition industries.

Insurance requirements include general liability of $100,000/$300,000, auto liability of $300,000 combined, and excess liability of $1,000,000. A performance and payment bond issued by a Texas-authorized surety is required before work begins. Contract start is October 5, 2026.

Evaluation uses weighted criteria: cost (35%), contractor qualifications (25%), experience with courthouse or government security (20%), staffing plan and training (10%), and references (10%), with award on best value to the County. Questions were due August 18, 2026 at 3:00 p.m. The evaluation committee reviews proposals on August 28, 2026, with anticipated award by Commissioners Court on September 15, 2026. Proposals must remain valid for 90 days after submission. Invoices are due by the 10th of each month with payment within 30 days, though the County may withhold payment for unsatisfactory performance. Either party may terminate with 30 days written notice; the County may terminate immediately for default.
