About this opportunity
Dane County Department of Human Services is requesting proposals for the Family Stabilization Project, an employment and training services contract for FoodShare-eligible families, with proposals due August 13, 2026 at 11:59 p.m. under RFP #427027-EGH. Questions are due July 15, 2026.
The selected provider will deliver intensive family case management and individualized employment and training services in geographic areas with high poverty and housing or school mobility, serving approximately 60 to 75 FoodShare Employment and Training (FSET) participants annually. Performance metrics require at least 30% enrollment in education or vocational training, at least 30% obtaining employment, and at least 50% of employed participants retaining employment for a minimum of 90 days.
The contract runs for one year from execution with an option to renew for four additional one-year periods. Pricing will be negotiated post-award on a reimbursement basis for actual allowable expenditures; the service unit is one participant. The program operates on a 50/50 cost-share structure with 50% federal reimbursement and 50% non-federal match, with the selected provider potentially contributing up to 100% of the required match. Administrative costs are capped at 15%.
The incumbent is Forward Service Corporation, currently staffed at 3.0 full-time equivalents (two Case Manager/Employment Specialists and one Team Lead/Supervisor). The vendor must be registered in good standing with the Wisconsin Department of Financial Institutions at the time of contracting. Proposals are evaluated on abstract (10 points), program strategies and activities (35 points), experience and qualifications (20 points), quality improvement (15 points), cost (20 points), and local vendor preference (5 points). The County anticipates award in August 2026. Submissions must be electronic via the County's eProcurement Portal; late, faxed, mailed, hand-delivered, or incomplete proposals will be rejected.
