About this opportunity

Charles County Commissioners are seeking a qualified contractor to provide Family Navigation Services through a competitive Request for Proposal (RFP 24-034) released on April 9, 2024, with proposals due by May 14, 2024, at 11:00 am. The contract will run from contract execution or July 1, 2024, through June 30, 2025, with potential for four optional one-year renewals. Services will be delivered by two Family Navigators operating a center that provides comprehensive support for families with children experiencing mental health, behavioral health, or developmental challenges. The center will offer a dedicated phone line, screening assessments, and care coordination using an electronic case management system, with service levels ranging from referral only (80% of calls) to intensive care coordination (5% of calls). Evaluation criteria will be based on a 100-point system, with points allocated across project understanding (25 points), key staff experience (35 points), professional references (10 points), firm representation projects (10 points), and cost (20 points). Family Navigators must be "Legacy Parents" with experience navigating complex service systems, preferably holding a bachelor's degree, and must demonstrate clinical awareness of best practices in human services.

The procurement includes an aspirational goal of 25% Minority Women Business Enterprise (MWBE) participation and is subject to Small Local Business Enterprise (SLBE) program guidelines. Proposers must have been in business for at least three years and provide three completed representative projects. The contract is 100% grant-funded, with $55,000 currently available from an entitlement grant of approximately $400,000 from the Governor's Office of Children. The total budget for this contract is not to exceed $80,000 per fiscal year, with payments structured across four quarterly installments contingent on timely reporting and actual expenditures. Proposers must be prepared to integrate with existing county systems and demonstrate cultural competence, with Family Navigators required to participate in training on racial/ethnic diversity and Adverse Childhood Experiences (ACEs). The program emphasizes a peer support model and aims to empower parents to independently navigate children's care systems, with an average case management duration of 30 days and a maximum of 120 days per case.
