About this opportunity
The Florida Department of Health, specifically the Division of Community Health Promotion, Bureau of Family Health Services, is seeking a single-source procurement for counseling, information, and referral services through a Family Health Line toll-free telephone service. The procurement is targeted for Leon County and will cover a three-year term, with a focus on providing parents access to health care provider information and supporting perinatal mental health initiatives. Key deliverables include maintaining a comprehensive toll-free hotline that offers basic information on postpartum depression and enables operators to recommend further assistance, in compliance with Chapter 287 Florida Statutes and federal Department of Health and Human Services requirements. The solicitation was posted on April 2, 2025, with a final response deadline of April 23, 2025. The procurement specifically intends to select 2-1-1 Big Bend, Inc. as the sole vendor, based on their comprehensive knowledge of required programs, experienced management, and historical involvement in implementing legislative mandates for perinatal mental health services.
The procurement appears to be a non-restricted solicitation without specific set-aside designations for disadvantaged enterprises. 2-1-1 Big Bend, Inc. is the intended single-source vendor, with no indication of competitive bidding or alternative vendor considerations. The estimated contract value is $1,050,000.00 for the three-year term, covering the comprehensive toll-free telephone and information referral services. No specific integration requirements with existing technology infrastructure are mentioned in the documentation. The vendor selection was determined through internet research confirming 2-1-1 Big Bend, Inc. as the only vendor capable of providing the required all-inclusive services. The procurement aims to fulfill both state and federal mandates for providing accessible health care information and mental health support services to parents, with a specific focus on postpartum depression awareness and referral mechanisms.
