About this opportunity

The Colorado Department of Human Services is requesting proposals for Program Intermediaries to support five evidence-based prevention services under the Family First Prevention Services Act, with proposals due August 13, 2026 at 1:00 p.m. MT. Each intermediary position carries a fixed annual award of $20,025 and requires either National Program Organization status or state-designated vendor approval by the NPO for the specific program.

The five programs are Child First, Functional Family Therapy (FFT), Parents as Teachers (PAT), Healthy Families America (HFA), and Fostering Healthy Futures - Preteen (FHF-P). Intermediaries must provide comprehensive services including stakeholder engagement, training coordination, technical assistance, data management, and facilitation of communication between the state and local service providers. Key deliverables include quarterly reporting, maintenance of stakeholder databases, coordination of technical assistance sessions, and knowledge-sharing facilitation. The intermediary role emphasizes program fidelity, participant engagement, multi-stakeholder coordination, and confidentiality of sensitive program information across Colorado localities.

Work is performed statewide with administrative oversight by the Colorado Department of Human Services. The initial contract term runs through June 30, 2027, with four optional one-year renewals through June 30, 2031.

Contractors must comply with HIPAA Business Associate Agreement requirements, including administrative, physical, and technical security measures for Protected Health Information, breach notification procedures, and subcontractor compliance standards. Additional mandatory requirements include CORE registration, SAM.gov registration, Colorado Secretary of State business registration, criminal background checks for vulnerable person contact, and E-Verify participation. Proposals must not exceed 10 pages and address mandatory criteria demonstrating NPO status or approval, program oversight, monitoring, evaluation, advisory participation, and reporting. Vendors must submit separate proposals for each program sought. Questions were due July 21, 2026; responses were posted July 28, 2026. The public proposal opening is scheduled for August 13, 2026 at 1:15 p.m. MT via Google Meet. Addendum 1 and Addendum 2 have modified the original RFP terms and requirements; prospective bidders must review both amendments in conjunction with the base solicitation. Proposals must remain firm for 180 calendar days from award date.
