Colorado Department of Human Services RFP IHFA 2026000281 Family First Program Intermediaries July 30, 2026
The purpose of this addendum #2 is to include a finalized Q&A document and to revise the solicitation document.
Vendor Questions and Answers:
1. What is the budget amount?
A. $25,025 annually
2. Will the budget be prorated the first year (10 months), or will the amount be the same as it would be annually?
A. Prorated.
3. The SOW notes the budget is $25,025, but the RFP notes the budget as $20,025. Which is correct?
A. $25,025
4. To help us understand the intent of this solicitation, could you clarify how the Program Intermediary role is envisioned for FFT in Colorado? As the authorized training and fidelity organization, our organization currently provides certification, fidelity monitoring, and management of the CSS data platform statewide. Could you clarify whether the State anticipates organizations other than our organization serving in an oversight capacity for FFT and, if so, how those responsibilities would be coordinated with our organization's training, fidelity, and data-management functions?
A. This RFP is intended to identify the organization responsible for the oversight and monitoring of program sites in Colorado. Any organization that serves in the oversight capacity for program (for instance, the national organization or an entity designated by the national organization) is eligible to apply.
5. Our organization is currently the only organization authorized to train, certify, and provide fidelity oversight for Functional Family Therapy (FFT) programs in Colorado under an existing contract with an organization. Given this existing contractual relationship, we would welcome clarification regarding how the proposed contract is intended to interact with the current organization’s agreement. Specifically, should we assume that the responsibilities related to training, certification, fidelity oversight, and data management will remain under the existing organization’s contract and be coordinated with this new scope of work, or does the State anticipate a different structure?
A. The current contract is expiring, and this solicitation aims to secure a vendor for ongoing services. Current vendors interested in continuing to provide these services must submit a new proposal to be considered for this award.
Solicitation Changes:
Section E. Proposal Content, Subsection 2. Cost is hereby amended as follows (strikethrough indicates deleted text, bold indicates added text):
2. Cost. Please answer or address the following questions or issues:
i. No formal budget is required. The fixed award amount will be $20,025 $25,025 per year, per Program Intermediary. In your proposal, please explicitly confirm that you accept this fixed amount as full payment for the services provided.
The remainder of the RFP is unchanged.
