About this opportunity

The City of Scranton Office of Public Works is seeking sealed bids for a comprehensive Fall 2023 - Spring 2024 Paving project in Lackawanna County, Pennsylvania. The procurement involves street infrastructure improvements, including asphalt paving, milling of existing pavement, base repairs, concrete sidewalk curb ramps, utility adjustments, and traffic maintenance across approximately 43 street segments. Key deliverables include applying Superpave asphalt mixtures, flexible base replacements, wearing course applications, and installing asphalt concrete curbs at various locations throughout the city. Bidders must submit comprehensive documentation, including certificates of insurance, affirmative action statements, non-segregated facilities certifications, non-collusion affidavits, and contractor disclosures. The procurement process requires electronic submission through the City's e-Procurement Portal, with bids due by 10:00 am on Friday, June 30, 2023. Technical questions and clarification requests were accepted until 4:30 pm on Friday, June 23, 2023, with evaluation criteria focusing on responsiveness, responsibility, and overall advantage to the City, not necessarily the lowest bid.

The contract does not explicitly specify set-aside designations for disadvantaged enterprises, though bidders must comply with Pennsylvania prevailing wage requirements and the Steel Products Procurement Act. Contractors are required to provide a 10% Bid Bond and Performance Bond, and must carry specific insurance coverages naming the City of Scranton as an additional insured, including Workers' Compensation, Employer's Liability, Professional Liability, Comprehensive General Liability, and Comprehensive Automobile Liability with specified minimum coverage amounts. The contract term is set for 300 days after commencement, with substantial completion expected within 330 days. While specific budget ranges are not explicitly stated, the project is structured as a unit price contract with detailed pricing for different types of work. The bid will remain binding for 60 days from the submission date, with the potential for contract termination if insurance coverage lapses or regulatory violations occur. Successful bidders must demonstrate technical expertise in municipal infrastructure projects, particularly street paving and associated civil engineering work.
