About this opportunity
The South Lake Clean Water Service Provider (CWSP) is seeking a contractor to implement a comprehensive stormwater infrastructure project in Fair Haven, Vermont, specifically targeting urban drainage improvements in the Town Park. The project involves constructing an underground stormwater infiltration system designed to treat 17,000 cubic feet of water from a 25.97-acre drainage area, with 9.73 acres of impervious surfaces currently draining to the Poultney River via the Castleton River. Key project activities include boring under Park Street to connect existing storm drains, installing a swirl separator/pretreatment unit, and implementing an R-Tank underground storage system. The project was designed by Fitzgerald Environmental Associates on 11/25/2024 and is soliciting bids with a proposal due date of May 20, 2025. Contractors will need to demonstrate technical expertise in stormwater management, underground infrastructure installation, and urban drainage system engineering.
While specific set-aside designations are not explicitly detailed in the procurement notice, the project is located in Rutland County and the Sheffield CDP, suggesting potential local or regional contracting preferences. The project appears to be funded through municipal infrastructure improvements, with the scope indicating a significant investment in water quality management infrastructure. The total project involves treating 36,400 cubic feet of water quality volume, which suggests a substantial environmental remediation effort. Potential bidders should be prepared to provide detailed technical capabilities, previous experience with similar municipal stormwater projects, and demonstrate capacity to complete complex underground infrastructure installations. Although a specific budget range is not provided, the complexity of the project—involving underground boring, pretreatment units, and specialized tank installations—indicates a potentially significant contract value commensurate with the technical requirements and environmental engineering complexity.

The South Lake CWSP is interested in hiring a contractor to complete construction of an underground stormwater infiltration system located in the Town Park of Fair Haven, Vermont. The project includes installation of an underground treatment tank system that will treat 17,000 CF of water (of 36,400 of generated WQv). Fitzgerald Environmental Associates created the final stormwater design for this project (11/25/2024). This project consists of an urban drainage area of 25.97 acres, including 9.73 acres of impervious surfaces (largely paved roads, driveways and rooftops) that currently drains to the Poultney River via the Castleton River. The project includes three main activities: boring under Park Street (or otherwise running new pipe) from an existing storm drain at Park Street and Caernarvon Street to the town Park; installing a swirl separator/pretreatment unit; and excavating for, backfilling with washed stone, and installing an assemblage of R-Tanks in the park.
