About this opportunity
The South Dakota Board of Regents (SDBOR) is seeking proposals for a comprehensive Faculty Activity Reporting (FAR) solution to replace their current decentralized data collection systems. This Request for Proposal (RFP) aims to procure a statewide enterprise solution that will enable efficient collection, management, and reporting of faculty activities across teaching, research, service, and professional development. The primary objectives include supporting faculty documentation, ensuring institutional compliance with accreditation requirements, and facilitating tenure and promotion processes. The solution must accommodate seven campuses, with specific attention to legacy data migration for South Dakota Mines and the University of South Dakota. Evaluation criteria will prioritize competitive cost structure (30%), functionality (30%), technical support availability (15%), legal compliance (15%), and vendor experience (10%). The RFP was published on October 8, 2025, with proposal submissions due by November 14, 2025, and an anticipated award decision on December 15, 2025. Vendors may submit written or email inquiries to Janice.Minder@sdbor.edu with the subject line "RFP #SDBOR10072025" prior to the specified deadline.
While no specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the provided documentation, the RFP indicates a preference for a systemwide solution with a single integration, single sign-on, and central API approach. The cost proposal should be structured as a multi-year proposal covering initial software purchase, installation, rollout, training, first-year maintenance, and support. Pricing should only reflect benefit-eligible faculty, with the estimated headcount available in the SDBOR Factbook. The contract terms are expected to begin on or after January 1, 2026, with implementation across multiple public higher education system campuses. Although specific budget ranges were not disclosed, the comprehensive nature of the FAR solution and the requirement to support seven campuses suggests a potentially significant investment. The solution must provide robust functionality for documenting faculty contributions while supporting institutional strategic planning, accreditation requirements, and operational reporting needs across the South Dakota Board of Regents system.
