The scope of work encompasses routine inspection, testing, cleaning, corrective maintenance, service, replacement, and minor alterations of all interior and exterior lighting systems, fixtures, controls, ballasts, drivers, wiring, battery backups, transformers, and building automation systems. The selected contractor must provide 100% monthly fixture inspections and testing, maintain 24/7 emergency service availability with one-hour response time and four-hour technician arrival requirements, and comply with manufacturer specifications, state and federal regulations, and energy conservation standards. Required qualifications include a current California C-10 Electrical Contractor License, C-7 Low-Voltage Specialty Systems certification, and ATT Certified Acceptance Test Technician credentials for Title 24 compliance; all personnel must obtain security clearance and background screening with annual renewal. The contract is structured as a firm fixed-fee arrangement with specific monthly preventive maintenance rates for each service location and tiered hourly labor rates for as-needed services differentiated by personnel classification and time period, plus reimbursable materials at actual invoice cost with contractor-proposed markup. The initial contract term is three calendar years with an option for two additional years of renewal by mutual written agreement and Board of Supervisors approval, subject to no price increases during the first contract year. Critical deadlines include mandatory attendance at a two-day pre-bid job walk on May 19-20, 2026, at 8:00 AM (RSVP by May 1, 2026 at 12:00 PM), the Questions & Answers period closing on May 26, 2026 at 4:00 PM, and bid submission deadline of June 2, 2026 at 4:00 PM Pacific Time through the County's OpenGov eProcurement Portal.

The County of Orange offers Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preferences, providing a 5% bid deduction for certified businesses or 8% for dual certification. No incumbent vendors or current contractors are identified in the solicitation documents. All bids are publicly opened and become public record; contractors are responsible for all pre-contractual expenses, and the County assumes no liability for bid preparation costs. The County reserves the right to award to a single or multiple bidders, reject bids in whole or in part, or cancel the solicitation entirely at its discretion, with final award determination based on the lowest responsive and responsible bid subject to approval by the Sheriff-Coroner Department/Purchasing Services Bureau. While specific contract award values or budget ranges are not disclosed in the solicitation materials, pricing is based on fixed monthly maintenance fees across the eleven service locations plus hourly rates for additional services, materials at cost plus markup, and various reimbursable expenses including recycling and disposal fees, permit fees, and specialized equipment rentals. All contractor work and materials are warranted for a minimum of 90 days, with full manufacturer warranty periods extended to the County.
