About this opportunity

The Missouri Office of Administration, Division of Facilities Management, Design, and Construction is requesting proposals for facility HVAC mechanical equipment inspection, maintenance, and repair services across six state regions, with proposals due August 10, 2026 at 2:00 p.m. Central Time. Amendment 01, issued August 7, revised regional titles in Exhibit C, deleted Ralls County from the North Central Region, and updated the regional map; a pre-proposal teleconference occurred July 31.

Contractors must meet minimum experience requirements: at least five years in full-service HVAC, chiller, and boiler maintenance, inspection, and repair; a designated Contract Manager with five years of direct HVAC experience and two years of supervisory experience; and a minimum of two HVAC Technicians with three years of experience each. Service response times are critical — contractors must respond to service requests within 30 minutes and arrive on-site within three hours, or within two hours for emergency services.

The scope covers comprehensive HVAC maintenance, inspection, and repair services across state facilities statewide, with service delivery organized into six regional zones: Northwest, Northeast, Southwest, East, Central, and Southeast. The state's equipment inventory spans multiple agencies and counties, including air handlers, chillers, boilers, condensers, cooling towers, furnaces, rooftop units, and water heaters with varying condition ratings; building inspections must be completed five business days prior to proposal closing.

Pricing shall be firm and fixed per Exhibit C, including labor at established rates and parts marked up at specified percentages, with compliance with prevailing wage requirements where applicable. The contractor must furnish a surety bond equal to the total cost of equipment, supplies, and services and obtain liability insurance naming Missouri as an additional insured. The contract period runs from authorization to proceed through one year, with the Division of Purchasing retaining the right to renew for two additional one-year periods. The state reserves the right to terminate for convenience with 30 days' notice. All personnel must pass background clearance screening. Proposals must be submitted electronically through MissouriBUYS.
