About this opportunity

The City of Austin is procuring facility condition assessment services for approximately 260 city-owned and leased buildings totaling 8 to 12 million square feet under RFP 7500 SMW3037, with proposals due October 29, 2026 at 2:00 PM CST.

The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) agreement structured with an initial 24-month term and up to three optional 12-month extension periods. Work will be assigned through delivery orders based on available funding and departmental priority; no guaranteed minimum square footage or building count is specified. The scope encompasses new facility condition assessments for buildings without prior assessments and verification or updates of existing FCA and asset data, including lifecycle cost analysis of current capital investment, operating costs, future capital replacement costs, and risk assessment. Assessments must address major building systems: structural, mechanical, electrical, plumbing, life safety, and site infrastructure. Optional services include QR code asset tagging, preventive maintenance scheduling, accessibility surveys, retro-commissioning, and energy audits at three ASHRAE levels.

Pricing is submitted on a per-square-foot basis for standard assessments, evaluated against 1,000,000 square feet annually; optional services are evaluated against 500,000 square feet annually. The lowest-priced compliant proposal receives maximum points; remaining proposals score proportionally. All pricing must be inclusive of overhead, administrative costs, and travel; lump-sum pricing is prohibited unless authorized in a delivery order.

Evaluation criteria are company qualifications and specialized experience (25 points), key personnel qualifications (25 points), proposed methodology and technical approach (15 points), price proposal (15 points), and local business and small business preferences (up to 10 points each). The City of Austin's MBE/WBE Procurement Program requirements apply. Contractors must complete wage theft training within 30 days of contract award and certify compliance with the Living Wage Program requiring a minimum rate of $22.15 per hour for all employees directly assigned to the contract. Questions were due October 16, 2026 at 5:00 PM CST. Offers are valid for 180 days from RFP closing unless a longer acceptance period is offered.
