About this opportunity

Spokane Public Facilities District is requesting proposals for Facility Condition Assessment & Capital Project Planning Consulting Services covering five venues—Spokane Convention Center, First Interstate Center for the Arts, Spokane Arena, The Podium, and ONE Spokane Stadium—with proposals due July 8, 2026 and site visits scheduled June 23–25.

The scope spans two phases: Phase 1 includes facility condition evaluations, asset inventory and deficiency identification, remaining useful life analysis, cost estimates, and technical priority/risk rankings across all five facilities. Phase 2 requires stakeholder alignment, funding reconciliation, and production of a final five-year Capital Improvement Plan. Deliverables include individual facility condition assessment reports, comprehensive capital needs lists, a five-year or longer CIP, cost estimate models, an executive summary for leadership, and a final presentation, with an optional interactive dashboard or planning tool. The District requires vendors to be licensed to do business in Washington State, maintain minimum insurance including workers' compensation at statutory limits, comprehensive general liability with combined single limits of $2 million, and business auto liability of $1 million. Three customer references demonstrating experience with facility condition assessments, capital planning, multi-site portfolios, and public-use venues are required.

The contract term is five years for completion of the assessments and capital improvement plan, with the District retaining the right to extend the agreement for up to an additional five years for related consulting work. The District reserves cancellation rights with 30 days' notice. Vendors must submit detailed pricing including fixed fees broken down by venue and project phase, with hourly rates if applicable; all costs must be inclusive of design, engineering, materials, labor, travel, permits, licenses, insurance, and bonds.

Evaluation criteria carry maximum weightings: RFP compliance and qualifications (3 points), project understanding (6 points), methodology strength (9 points), quality of past work (6 points), references (3 points), cost (9 points), and possible presentation and interview scoring (up to 20 points), for a maximum of 56 total points. Award is anticipated July 31, 2026, pending board approval.
