About this opportunity
The City of Zephyrhills is soliciting proposals for a comprehensive Facility Condition Assessment (FCA) of all city-owned buildings, with proposals due July 9, 2026. This is a two-part solicitation: an active ITB for Train Depot Museum parking lot improvements (bid deadline April 9, 2026, now closed) and a concurrent RFP for the FCA.
For the FCA component, qualified respondents must demonstrate significant experience performing assessments for municipal or institutional clients with diverse building portfolios. The final deliverable is a prioritized capital improvement plan designed to guide facility reinvestment decisions and serve as the cornerstone of the City's long-term capital and maintenance strategy. The assessment will evaluate the current state of facilities, identify deferred maintenance requirements, and estimate the remaining useful life of major systems.
The Train Depot Museum parking lot improvements project (closed to new bidders) encompasses demolition, grading, drainage improvements, asphalt paving, concrete and ADA upgrades, striping, and site restoration at 39110 South Avenue. The scope includes approximately 16,794 square feet of asphalt pavement installation, 685 linear feet of Type D curb, 13,650 square feet of sod replacement, and 1,730 linear feet of painted pavement markings, governed by Kimley-Horn civil plans dated December 2025. The completion deadline is 90 calendar days from Notice to Proceed, with liquidated damages of $500 per calendar day for delays. Bidders were required to submit a 5% bid bond and comprehensive general liability insurance with minimum limits of $1 million combined single limits, with a 10% contingency included in pricing for additional materials or labor. No DBE set-aside was specified, though the solicitation requires compliance with E-Verify, drug-free workplace, and federal environmental regulations.
Attached documents include civil construction plans, sample change order forms, insurance certificate samples, RFP appendix materials, and an asset log dated June 17, 2026.
