About this opportunity
The Kansas Department of Corrections (KDOC), through the Kansas Department of Administration, Office of Procurement and Contracts, is conducting a competitive Request for Proposal (RFP) to procure full body scanners and related services for deployment across its correctional facilities. The solicitation was posted on April 14, 2026, with a proposal submission deadline of May 28, 2026, at 2:00 PM CST, and prospective bidders must submit written clarification questions by April 29, 2026. KDOC seeks a minimum of three full body scanners to be installed at the Lansing, El Dorado, and Hutchinson facilities, with options for additional scanners at other KDOC sites during the contract term. The required deliverables include full body scanner units, comprehensive image review software, installation services, manufacturer-backed extended warranty and service agreements covering preventative maintenance, annual inspections, recalibration, and 24/7 technical support, and training for initial units. Bidders must demonstrate a minimum of five years of continuous active participation in the body scanner industry and provide three references from the past five years. The scanners must comply with ANSI/HPS N43-17-2009 radiation safety standards and accommodate individuals with implanted medical devices. The cost proposal must include per-unit pricing for body scanners, optional extended warranty, maintenance and support agreements, training for the initial three units, and pricing for additional units ordered at KDOC's discretion, with payment terms of Net 30 days via electronic funds transfer.
The resulting contract will run for two years from the date of final signature with three optional 12-month renewal periods, for a potential five-year total term, with pricing remaining static for the first two years and any renewal year price increases limited to no more than five percent annually. Bidders responding to this opportunity may claim preferences under the Kansas Disabled Veteran Owned Business program or Certified Business Bidder Preference program if they meet applicable qualifications and submit required supporting documentation. All proposals must include a current Tax Clearance Certificate from the Kansas Department of Revenue, an Immigration Reform and Control Act certification form, a Boycott of Israel form, and a Sexual Harassment form. Award will be made by the Procurement Negotiation Committee consisting of the Secretary of the Department of Administration, Director of Purchases, and the Head of the Using Agency. The State reserves the right to accept or reject any or all bid responses, and all bid responses become property of the State of Kansas subject to disclosure under the Kansas Open Records Act upon conclusion of the selection process. No specific budget range or incumbent vendor information has been disclosed in the available documentation. The primary contact for this procurement is Amber N. Lemery, Procurement Officer, at 785/296-2374 or Amber.lemery@ks.gov.
