About this opportunity
Beaufort County Government is requesting Statements of Qualifications from architectural, engineering, planning, and design consulting firms to provide on-call professional services for county capital improvement projects, with SOQs due October 27, 2026 and a non-mandatory pre-proposal meeting scheduled for October 1 at 2:00 p.m. EST. The County will select up to ten qualified firms to deliver services on an indefinite-delivery, task-order basis.
The scope encompasses planning, existing-condition assessments, feasibility studies, architectural and engineering design, construction documents, permitting assistance, cost estimating, value engineering, bidding and procurement assistance, construction administration, construction observation, and project closeout for new construction, renovations, facility improvements, parks and recreational facilities, community facilities, administrative and public safety facilities, infrastructure and site improvements, accessibility improvements, energy-efficiency improvements, demolition, redevelopment, and related county projects. The specific scope, schedule, deliverables, staffing, and compensation for each assignment will be established through individual task orders issued on a project-by-project basis.
The initial contract term is one year with options to renew for additional one-year periods, not to exceed three years total. The maximum annual compensation for each selected firm is $200,000 per year; this represents the maximum cumulative value of task orders that may be issued and does not guarantee any minimum amount of work or the issuance of any task orders.
The Selection Committee will evaluate responses on five criteria with stated weighting: qualifications and technical capabilities (25 points), relevant project experience and past performance (25 points), experience and qualifications of key personnel (25 points), capacity and responsiveness (15 points), and references and past client performance (10 points). Respondents must submit a Statement of Qualifications not exceeding twenty-five pages, demonstrate relevant experience with three to five representative projects completed within the past five years, identify proposed team members and key personnel with resumes, and provide minimum three professional references. Respondents must certify compliance with debarment, non-segregated facilities, and gratuity prohibition requirements.
Required insurance includes workers' compensation, commercial general liability of $1,000,000 per occurrence, automobile liability of $500,000 combined single limit, umbrella liability of $2,000,000, and professional liability of $1,000,000 per occurrence. All contracts are subject to Title VI compliance and South Carolina law.

Beaufort County Government is soliciting Statements of Qualifications (SOQs) from qualified and experienced professional consulting firms to provide on-call architectural, engineering, planning, design, and related professional services in support of County capital improvement projects.
The County anticipates selecting up to ten (10) qualified firms to provide professional services on an as-needed basis. The initial contract term will be one (1) year, with the option to renew for additional one-year periods for a total contract term not to exceed three (3) years. The maximum annual compensation for each selected firm shall not exceed Two Hundred Thousand Dollars ($200,000).
The selected consultants may be requested to provide services for a broad range of County capital projects, including new construction, renovations, facility improvements, assessments, parks and recreational facilities, community facilities, administrative and public safety facilities, infrastructure and site improvements, accessibility improvements, energy-efficiency improvements, demolition, redevelopment, and other related County projects.

Services will be authorized on a project-by-project basis through individual task orders or work orders. The specific scope, schedule, deliverables, staffing, and compensation for each assignment will be established at the time the work is authorized.

Firms responding to this RFQ should demonstrate their qualifications, relevant experience, technical capabilities, proposed key personnel, experience with similar public-sector projects, capacity to perform on-call assignments, and ability to provide responsive, high-quality professional services to Beaufort County.
A firm submitting as a prime consultant may also participate as a subconsultant on another proposing team, provided that the firm's subcontracted services and compensation do not exceed ten percent (10%) of the value of each applicable task order.
