About this opportunity

The City of Fair Oaks Ranch, Texas, is seeking a qualified consulting firm to develop its first comprehensive Facilities Master Plan through a Request for Qualifications (RFQ). The project aims to assess existing municipal facilities, including City Hall, Police Department, Public Works Offices, Maintenance Barn, Parts Warehouse, Fire Station #3, and two vacant properties, as well as a future water tower infrastructure site. The consulting firm will be responsible for evaluating current facility conditions, projecting future staffing needs, analyzing spatial requirements, and developing short, medium, and long-term improvement projects with detailed cost estimates. The scope of work is organized into five phases, commencing in February 2026 with a kick-off meeting and targeted completion by August 2026. Interested firms must submit Statements of Qualifications by January 14, 2026, at 2:00 P.M., with written questions due by January 7, 2026, at 5:00 P.M. The evaluation criteria will allocate 60 points for team experience and qualifications and 40 points for project approach, totaling 100 points.

The RFQ does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. Respondents must submit a comprehensive package including a cover letter, service provider information with organizational chart and team resumes, project manager qualifications, relevant project experience with references, detailed project methodology, Certificate of Interested Parties Form (1295), and proof of insurability. The City reserves the right to reject any or all qualifications, modify the scope of work, or terminate negotiations. While no specific budget range is disclosed, the procurement will follow Texas law with venue in Kendall County. The City will select the highest-ranked qualified firm based on demonstrated competence, with subsequent contract price negotiations. No compensation will be provided to responding firms for proposal preparation expenses, and all respondents must comply with anti-lobbying provisions, equal employment opportunity requirements, and conflict of interest disclosure regulations.
