About this opportunity
Cuyahoga County Department of Public Works is requesting qualifications for a Facilities Master Contract to supply Maintenance, Repair, and Operations (MRO) supplies on an as-needed basis, with submissions due August 26, 2026 at 11:00 a.m. and a pre-qualifications conference on August 20, 2026 at 1:00 p.m. via teleconference. The County intends to qualify multiple vendors for a minimum two-year term; no diversity goals are established.
Vendors must be located within Ohio with a preference for Cuyahoga County location and may not subcontract. The scope covers 15 commodity categories: steel materials, masonry and concrete supplies, flooring materials, motor supplies, pipefitter supplies, door and hardware supplies, sheetmetal supplies, electrical supplies, plumbing supplies, HVAC supplies, general building supplies, battery supplies, lift equipment rentals, industrial supplies, and steam system materials and services. Vendors must maintain a physically stocked inventory, provide same-day delivery or in-person pickup capability within Cuyahoga County, and demonstrate government contracting experience and qualified customer service. Materials must be readily available for pickup or delivery within 24 hours of request.
Evaluation criteria are General Qualifications (50 points), Vendor Experience (35 points), and Additional Criteria (15 points). Pricing for orders $2,500 and above will be determined through a mini-bid process; orders under $2,500 will be awarded to vendors of convenience based on location and stock availability.
Selected vendors must submit a W9 Tax Form, Completed Independent Contractor Form, Certificate of Insurance, and Workers' Compensation Certificate within 14 calendar days of receiving the Intent to Award Letter. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($1,000,000 combined single limit), and Umbrella/Excess Liability ($1,000,000), with the County named as additional insured on a primary and non-contributory basis. The contract is subject to annual appropriations and may be terminated for default with 30 days' notice or for convenience without cause.
