About this opportunity

The Commonwealth of Massachusetts, through its Operational Services Division, is seeking contractors to provide floorcoverings, accessories, and installation, maintenance, and repair services under statewide contract FAC98. The contract covers a wide range of flooring products, including carpeting, hard surface flooring, and related items. Contractors will be responsible for delivering materials, as well as providing installation, maintenance, and repair services. The contract term is 3 years with two 2-year renewal options, for a total maximum duration of 7 years. The estimated procurement value is $5.3 million. Pricing will be evaluated based on percentage discounts from MSRP/List Price for delivered materials/goods, and percentage markups from prevailing wage for installation services. Supplier Diversity Program participation must account for at least 10% of the evaluation. The Commonwealth is seeking multiple contractors, with a target of up to 10 vendors per county and a minimum of 3 contractors for the installation, maintenance, and repair category per county.

The contract opportunity is open to certified Minority/Women-owned Business Enterprises (M/WBEs), Minority/Women Nonprofit Organizations (M/WNPOs), Veteran-owned Business Enterprises (VBEs), and Service-Disabled Veteran-Owned Business Enterprises (SDVOBEs). These designated businesses must meet specific annual financial commitment requirements for the life of the contract. Bidders must also demonstrate their ability to provide environmentally preferable products and services. The Commonwealth may deem a bid non-responsive if required documentation is not provided. The bid submission deadline is April 24, 2018, and interested vendors must submit their responses through the COMMBUYS procurement platform.
