About this opportunity
The Massachusetts Department of Mental Health's John C. Corrigan Mental Health Center is soliciting bids for snow removal and ice management services at three group homes in Fall River, Massachusetts under FAC120 Category 2, with bids due August 20, 2026 and a mandatory site visit on August 6, 2026 at 10:00 a.m. The Massachusetts Small Business Purchasing Program (SBPP) preference applies — SBPP participants meeting best-value criteria receive contract award priority, with non-SBPP bidders evaluated only if no SBPP participant meets evaluation standards. SBPP qualification requires principal place of business in Massachusetts, at least one year in operation, no more than 50 full-time equivalent employees (or fewer than 26,000 combined employee hours per quarter), and gross revenues not exceeding $15 million based on a three-year average.
Services cover three properties: 122 Madison Street, 480 Stanley Street, and 58 North Court Street. The contractor must provide round-the-clock snow plowing of roadways, parking areas, and loading dock areas; clearing of walkways, sidewalks, patios, enclosed courtyards, and stairways; and application of deicing materials. Snow removal operations commence at approximately 2 inches of accumulation or as directed by the Facility Director. The contractor must maintain 12-hour advance notification of weather events, continuous on-site communication during storms, and documented service records following each event. Emergency access routes must remain unobstructed at all times.
The contract term runs from July 1, 2026 through June 30, 2029. Bidders must submit itemized pricing categorized by snowfall ranges from 0–2 inches through 15 inches and greater, separate pricing for ice melt application, and hourly rates for labor categories including shovelers, snowblower operators, and plow-equipped vehicles (pick-up, small dump truck, large dump truck, and skid steer). Bids must include total cost breakdowns separated into labor and material categories. Prospective bidders should contact Nicholas Keddie, Facilities Manager, at 508.235.7238, 508.816.1541, or Nicholas.keddie2@mass.gov to confirm site visit attendance.
