The solicitation was posted on May 21, 2026, with a response due date of June 22, 2026. Vendors must submit all responses electronically through the BPRO (Broward Procurement Request Online) system and are strongly encouraged to provide all documentation, including optional items, to enable timely and comprehensive county review. The scope of work encompasses the complete fabrication of custom-built control panels for pump stations in duplex, triplex, fourplex, and hexaplex configurations; refurbishment of existing panels; removal and installation of control panels; installation of automatic transfer switch (ATS) panels and remote telemetry unit (RTU) panels for billing meter sites; and associated services including provision of all tools, equipment, materials, labor, transportation, fuel, power, water, and communications. All control panels must be constructed to Broward County Water and Wastewater Services Minimum Design and Construction Standards and comply with the National Electric Code, Florida Building Code, NEMA standards, and UL specifications. The contract includes unit pricing for multiple line items including fabricated panels, ATS panels, RTU panels, removal and installation services, materials, labor at various rates, and pass-through allowances totaling $80,000 annually for materials, equipment, permits, and specialty subcontractor services with no markup permitted.

The solicitation contains no specific small business enterprise or certified business enterprise set-asides under the Office of Economic and Small Business Development; however, certified SBEs and CBEs within ten percent of the lowest non-certified bid may match that bid and receive award consideration under procurement preference guidelines. Local preference is available to vendors maintaining a continuous operation for at least one year within Broward County limits with a valid county business tax receipt, with location serving as the first tiebreaker criterion if bids are otherwise equal. Award will be made to the lowest responsive and responsible bidder on a total bid price basis, though the County reserves the right to award on a group or item-by-item basis if deemed in the County's interest. The initial contract period extends for two years from the award date or May 13, 2026, whichever is later, with options for renewal for up to three additional one-year periods subject to vendor acceptance, satisfactory performance, and the Director of Purchasing's determination that renewal serves the County's best interest. All prices, terms, and conditions remain fixed for the initial two-year period; thereafter, vendors may request price increases with ninety days' notice capped at the change in the Consumer Price Index or Producer Price Index unless specifically approved otherwise. Vendors must provide proof of minimum insurance coverage including Commercial General Liability with the County named as additional insured, Business Automobile Liability, Workers' Compensation, and Excess Liability/Umbrella Insurance where applicable, with all policies maintained on a primary basis throughout contract completion and acceptance.
