About this opportunity

The City of Philadelphia is soliciting quotes for an F5 BIG-IP Bundle and Service through the PHLContracts platform, with quotes due August 13, 2026.

The scope encompasses F5 BIG-IP equipment and related services. Vendors must provide inside delivery to a loading dock (drop shipment not acceptable), installation, configuration, and product literature at the City's request. The vendor is responsible for all installation and configuration costs unless the City directs otherwise. Equipment must be delivered in configured state with final configuration completed at the City's location; vendors performing configuration work must specify the platform.

Warranty coverage is mandated: five years minimum for servers and IT appliances, four years for PCs and laptops, three years for tablets, and original equipment manufacturer warranty periods for peripherals including printers, copiers, and multifunction devices. Warranty periods commence after a 30- to 120-day acceptance period. On-site maintenance with next-day response (within 24 hours, including all parts and labor) is required. Vendors may offer three-year or five-year maintenance agreements, with pricing invoiced following equipment acceptance. The City will accept refurbished equipment. Instruction and training by the vendor are requested.

Vendors must submit quotes through the PHLContracts.phila.gov platform using the City of Philadelphia Procurement Department's 15-step Office Automation Program process, which requires completion of mandatory tabs (General, Items, Questions, Terms & Conditions, Attachments, and Summary), unit cost entry for each line item, and acceptance of all terms and conditions. An LBE (Local Business Entity) certification question must be answered, though the LBE Program does not apply to the Office Automation Program itself. The checklist attached guides vendors through submission procedures.
