About this opportunity
The Floyd County Board of Commissioners is issuing Request for Proposals (RFP #25-028) for exterior renovations of the Floyd County Historic Courthouse located at 101 N. 5th Ave. Rome, Georgia 30161. This procurement seeks qualified general contractors to execute comprehensive exterior restoration work including concrete work, masonry restoration and repointing, metal grating installation, historic wood protection, painting and coatings, gutter cleaning and repair, underground piping and drain installation, downspout addition, terracotta tile sealing, dormer masonry repair, and site restoration including grass reseeding. Contractors must demonstrate significant experience with historic building restoration, possess relevant qualifications and references, and provide detailed pricing breakdowns with associated costs and a realistic work schedule reflecting their understanding of the project scope. Key evaluation criteria include bidder understanding of project scope, experience with historic building restoration, references, contractor qualifications, pricing, and work schedule. The sealed proposal submission deadline is October 28, 2025, at 2:00 PM local time, with a mandatory pre-bid/site visit scheduled for October 7, 2025, at 10:00 AM Eastern Standard Time. Prospective bidders are required to acquire their own measurements, photographs, and videos to develop a comprehensive understanding of project requirements, with this site visit providing an opportunity to clarify expectations and ask questions.
The RFP documents do not specify any set-aside designations or restrictions limiting competition to disadvantaged enterprises or other specialized business classifications. Bidders are required to submit comprehensive administrative documentation including a bidder's declaration, vendor information, non-discrimination and non-collusion certificates, and contractor affidavits, and must comply with all federal, state, and local regulations including employment and immigration verification requirements. All winning contractors must provide a 5% bid bond upon submission and a 100% payment and performance bond within 10 days of award. The project will proceed with the adjacent courthouse remaining in operational use during renovations, and the county will provide power and water access throughout construction. While specific budget or award values are not explicitly stated in the available documentation, the comprehensive scope of work and emphasis on historic preservation suggests a substantial investment in this critical public infrastructure facility. Change orders are discouraged, indicating the county's preference for detailed and accurate initial bidding to minimize project adjustments.
