About this opportunity

The South Dakota Unified Judicial System is issuing a Request for Proposal for Extended Residential Alternative Care Program Grants, a grant-based procurement seeking qualified nonprofit entities located within South Dakota to provide indigent adults with extended residential alternative care programming designed to reduce recidivism risk. The primary deliverables include room and board services for eligible program participants, with grant funding distributed in quarterly installments upon submission of detailed invoices. Successful applicants must demonstrate experience through at least three previous or current service contracts similar to the RFP requirements and must prepare comprehensive outcome reports that include completion rates, termination rates, graduation rates, and recidivism data broken down by referral source, with final reports due to the UJS no later than November 11, 2027. Proposals must be submitted in one original and three identical copies plus one electronic copy by June 1, 2026, at 5:00 PM CDT, and offerors may submit inquiries concerning the RFP until May 1, 2026, with State responses due by May 10, 2026. The anticipated award decision is expected by June 10, 2026, with the contract term running from July 1, 2026, through June 30, 2027. Oral presentations may be required at the offeror's expense at the State's discretion on or after June 10, 2026. Proposals must include an RFP form, executive summary, detailed response, and cost proposal with budget narrative, with all proposals becoming public information upon award, though limited proprietary information may be protected if clearly identified and justified in the executive summary.

This procurement is restricted to nonprofit entities with no arrears on obligations to South Dakota, effectively creating a set-aside for the nonprofit sector. The total grant funding available is $698,334, with a maximum award of fifty dollars per day per program participant, though the RFP indicates that grant awards (singular or plural) may be made to one or more qualified providers. No specific incumbent vendors or current contractors are identified in the procurement documents, and no existing infrastructure or technology integration requirements are specified. There are no identified disadvantaged enterprise set-asides or restrictions mentioned in the RFP documentation. Interested organizations should direct inquiries to Lori Grode at Lori.Grode@ujs.stae.sd.us with the subject line "RFP #26RFP19792," and all inquiries and responses will be posted on the state's e-procurement system.
