About this opportunity

The San Francisco Municipal Transportation Agency (SFMTA) is requesting proposals for Contractor Monitoring Services to support its federally mandated Alcohol and Drug Testing Program under 49 CFR Parts 40 and 655, with proposals due August 7, 2026 at 1:00 PM PDT. A virtual pre-proposal conference is scheduled for July 16, 2026 at 1:00 PM PT via Microsoft Teams, and written questions are due July 23, 2026 at 1:00 PM PT. Local Business Enterprise (LBE) rating bonuses apply: 10 percent for certified Small-LBEs or Micro-LBEs and 5 percent for SBA-LBEs, though the LBE subcontracting participation requirement has been waived.

Minimum qualifications require a minimum of three years of experience providing DOT/Federal Transit Administration contractor monitoring services to large transit agencies with at least 1,000 safety-sensitive employees. The selected consultant will conduct on-site reviews of approximately 12 SFMTA contractors' drug and alcohol testing policies, procedures, record keeping, testing reports, and education and training attendance documentation; audit service agents including Medical Review Officers, specimen collectors, and laboratories; and provide quarterly and annual report reviews, corrective action plan assistance, and as-needed consulting. The SFMTA estimates 75 to 100 monitoring events annually.

The not-to-exceed contract amount is $260,000 for the entire advertised term. The contract has a three-year initial term with two one-year extension options available at the SFMTA's sole discretion, for a potential five-year total duration. Compensation is structured on an hourly rate basis with a single uniform hourly fee applying to all team members; travel and hotel expenses are reimbursable separately in accordance with the Consultant's Travel Expense Guidelines.

Proposals will be evaluated on completeness (10 points), project approach (35 points), firm qualifications (40 points), past projects (10 points), individual team member qualifications (10 points), fee proposal (15 points), and oral interview if conducted (10 points). The SFMTA will award to the proposer meeting minimum qualifications with the highest-ranking score. Proposers must comply with San Francisco's social policy requirements, including nondiscrimination ordinances, minimum compensation ordinance, health care accountability ordinance, and First Source Hiring Program provisions, and must provide proof of insurance and become registered City suppliers prior to contract execution.

Request for Proposals (RFP) No. SFMTA-2026-36-LOC: Contractor Monitoring Services for the SFMTA's Federally Mandated Alcohol and Drug Testing Program The San Francisco Municipal Transportation Agency (SFMTA or Agency) is requesting (Proposals) from qualified firms (Proposers) to provide Contractor Monitoring Services. Through its Substance Abuse Program, the SFMTA is tasked with compliance with the U.S. Department of Transportation (DOT) Drug and Alcohol Testing Program, as set forth in 49 CFR Parts 40 and 655 (the Regulations). As part of this requirement, the SFMTA must monitor contractors who provide safety-sensitive functions to the SFMTA to ensure that they are complying with the Regulations. The selected Consultant will conduct on-site reviews of selected contractors' drug and alcohol testing program policies, procedures, record keeping, testing reports, education and training attendance rosters, and any other documents pertaining to compliance with the Regulations. In addition, the Consultant will conduct audits of service agents (e.g., specimen collector, Medical Review Officer, laboratory) that provide services to assist the SFMTA in the administration of the Alcohol and Drug Testing Program. The SFMTA may award a contract to the Proposer that meets the Minimum Qualifications (see RFP Section III) and whose Proposal receives the highest-ranking score. Proposers must provide documentation that clearly demonstrates that each Minimum Qualification requirement (See RFP Section IX.R) has been met. Any Proposal that does not meet the Minimum Qualifications requirements will be deemed non-responsive. The SFMTA encourages Proposers to attend a virtual Pre-Proposal Conference via Microsoft Teams on July 16, 2026, at 1:00 PM PT. Proposers may register for the Pre-Proposal Conference and submit questions following the instructions included in RFP Section VI.A. The Agency will address Proposers' questions and will provide any new or additional information concerning the RFP or selection process at the Pre-Proposal Conference. The RFP and associated documents are attached to this Sourcing Event. If you are interested in submitting a proposal, please follow the submission instructions provided in the RFP document. Proposals will not be accepted through the City and County of San Francisco's Supplier Portal website.
