About this opportunity
The City and County of San Francisco is requesting proposals from a General Contractor for demolition and abatement of approximately 23 buildings totaling roughly 190,000 square feet across the Sunnydale HOPE SF Phase 4 project in the Visitacion Valley neighborhood, with proposals due July 27, 2026 at 5:00 PM and a pre-submittal on-site meeting on July 9 from 9:00 to 10:30 AM.
A Local Business Enterprise (LBE) participation goal of 20 percent applies to contracting and subcontracting. LBE rating bonuses of 7.5 to 10 percent will be applied during proposal evaluation and interviews, with bonus levels depending on joint venture or association structures.
The scope includes preconstruction services, demolition to grade, abatement, potholing, and utility shutoff coordination for electricity (SFPUC), gas (PG&E), water (SFPUC), and telecommunications lines. The contractor must also provide hazardous material abatement, site preparation, traffic control, erosion control, dust mitigation, waste disposal, and ensure compliance with all applicable federal, state, and local regulations. New infrastructure and construction are not included in this phase.
Respondents must demonstrate experience with comparably sized demolition and abatement projects, hold applicable California licenses and certifications, maintain comprehensive insurance coverage including pollution liability insurance, and provide a 100 percent payment and performance bond. The selected contractor will execute a Guaranteed Maximum Price (GMP) contract and comply with State and Federal prevailing wage requirements, with certified payroll reports submitted weekly to the City's compliance monitor.
Evaluation criteria assign 35 points to project team experience and capacity and 20 points to total fee proposal competitiveness. Construction is anticipated to commence in October 2026 and conclude by 2027. The contract period extends from July 2026 through demolition completion and project close-out. Proposals must be submitted via email to Carlos Vasquez at cavasquez@related.com, compiled into five Adobe PDF documents. The primary contact is Ivan Oldenkamp at ivan.oldenkamp@sfgov.org.
