I. PURPOSE OF RFP
The Project Sponsor requests proposals from firms interested in demolishing and abating 23 buildings as the contractor for Sunnydale HOPE SF Phase 4 (“Project”), the next phase of the Sunnydale HOPE SF revitalization effort including utility shutoff, demolition, and abatement of approximately 190,000 square feet in San Francisco’s Visitacion Valley neighborhood. Respondents must have experience with comparably sized abatement and demolition projects.
Respondents must offer the full range of technical services to be performed by key staff with direct experience.
Experience meeting the City of San Francisco and the San Francisco Housing Authority’s (“SFHA”) local hiring requirement is highly desirable.
The selected Consultants will contract directly with Sunnydale Infrastructure Phase 4, LLC (“Project Sponsor”). This project entity is a joint venture comprising affiliates of Related California (“Related”) and Mercy Housing California (“Mercy”). Related is the lead developer for the HOPE SF Phase 4 demolition/abatement scope and will be the main point of contact.
The Project Sponsor, its affiliates, and its partners reserve the right to reject any or all proposals for just cause and to waive any informalities in the submission process if it is deemed to be in the best interest of the Project, the development teams, and/or any other involved entities. The progress of this Project is subject to successfully securing full funding from the San Francisco Mayor’s Office of Housing and Community Development. As such, the Project Sponsor reserves the right to terminate any contract or place the project on hold indefinitely.
Successful cost containment is critical to the Project’s financial feasibility.
II. PROJECT BACKGROUND
Since 1989, Related has undertaken a range of transformational projects across California from the redevelopment of obsolete public housing into quality affordable housing and mixed-income developments to best-in-class high rise residential developments. Related has completed more than 16,000 residences and currently has over 5,000 under construction or in predevelopment. Related’s portfolio includes family, senior and intergenerational housing as well as commercial and mixed-use retail developments, all which are driven by excellent design and an unwavering commitment to creating great places. http://www.relatedcalifornia.com
Mercy is a California-based nonprofit housing development corporation with the mission of creating and strengthening healthy communities through the provision of quality, affordable, service-enriched housing for individuals and families who are under-resourced. The organization’s portfolio includes over 9,500 units across California and 3,500 units in development. https://www.mercyhousing.org/california.
Related California (“Related”) and Mercy Housing California (“Mercy”) were selected by the City and County of San Francisco through the Mayor’s Office of Housing and Community Development (“MOHCD”) and the San Francisco Housing Authority (“SFHA”) to co-develop and revitalize the Sunnydale public housing community into a vibrant mixed-income, mixed-use community. Sunnydale, a 50-acre site of originally 775 public housing units, is located in the western end of the Visitacion Valley neighborhood. Overall, the Sunnydale HOPE SF revitalization plan calls for the following:
• One-for-one replacement of all 775 units for current households
• An additional 200 tax credit affordable units
• 700 market rate (unsubsidized) housing units
