About this opportunity

The Commonwealth of Massachusetts, through the Health Connector and Department of Public Health, is seeking proposals for an Exposure Notification Application Project. The procurement includes three workstreams: 1) a pilot project to validate the Apple/Google Exposure Notifications System (ENS) and EN Express native functionality, 2) discovery on third-party ENS apps and third-party companion apps, and 3) a privacy and security review. The Health Connector is looking for Bidders that can execute pilots, provide information on third-party apps, and conduct privacy and security assessments. The RFR has a target of 2-3 contract awards, with all work to be conducted on a zero-cost basis to the Commonwealth. The project aims to validate the efficacy, security, privacy, and equity of exposure notification technology to inform the Commonwealth's decision on whether to implement an automated exposure notification solution. Responses are due by 5:00 pm on December 4, 2020, and the estimated contract start date is January 1, 2021, with all tasks and deliverables to be completed by February 26, 2021.

This is an open procurement with no set-asides or restrictions on the types of organizations that can respond. There is no identified incumbent vendor or current contractor. The RFR does not specify any award value or budget range, as the work will be conducted on a zero-cost basis to the Commonwealth. Bidders will not receive any financial compensation for their services.
