About this opportunity
The City of Long Beach, as operator of Long Beach Airport, is requesting bids for two handheld explosive trace detection screening devices under ITB AP-25-655, with bids due December 18, 2025 at 11:00 a.m. Pacific Standard Time and questions due November 25, 2025. A local preference provision allows Long Beach-based businesses with current valid business licenses and seller's permits to receive a 10% reduction in bid price for evaluation purposes only (actual payment based on original bid price); businesses operating from brick-and-mortar or non-residential locations within the City are eligible for additional credit under the Local Preference Program.
The devices must detect homemade, commercial, and military-grade explosive compounds using non-radioactive detection sources and comply with Transportation Security Administration requirements. Required deliverables include spare batteries, battery chargers, consumables and start-up kits for approximately 3,500 annual screenings, programming and setup services, onsite training for up to three employees, and one year of warranty parts and labor. An optional second year of warranty and preventive maintenance services are available.
The contract is for one year with an option to renew for one additional one-year period, not to exceed two years total. All prices must be firm for the contract term and include shipping, handling, unloading, and delivery to Long Beach locations with no additional charges. Payment will be made within 30 calendar days of invoice following contract execution.
Contractors are responsible for all insurance, permits, licenses, and compliance with federal, state, and local laws. The procurement may be funded in whole or in part by federal grant agencies, requiring compliance with applicable federal regulations. Vendors must complete the Debarment, Suspension, Ineligibility and Voluntary Exclusion Certification form and, if the contract exceeds $100,000, must comply with the City's Equal Benefits Ordinance regarding employee benefit nondiscrimination. The City will award to the lowest responsible and responsive bidder meeting specifications and reserves the right to reject any or all bids, award to multiple bidders, or adjust quantities based on actual needs.
