About this file
This document is an Attachment C template from the City of Long Beach outlining the Local Preference Program provisions for bid solicitations. The Local Preference Program allows the City to award extra credit points to qualifying local businesses during the competitive bidding process. All local businesses that maintain their principal place of business within City limits and possess current business licenses and sellers permits are eligible for five percentage points in extra credit. Businesses operating from brick and mortar or non-residential locations within the City receive an additional five percentage points, for a potential total of ten extra credit points. To claim local preference eligibility, bidders must affirmatively select "yes" on the certification form and submit copies of their current City of Long Beach business license and sellers permit if applicable, along with documentation confirming the address and type of business location.
The document requires bidders to provide their business license number, sellers permit number, and the address associated with their business license, and to certify whether the location is a brick and mortar commercial location or residential location. Bidders must not leave the local preference section blank and must sign and date the certification form. Failure to properly request preference in Attachment C and provide required documentation will result in ineligibility for the local preference points, even if the business otherwise qualifies under the definition of a local business.
