About this opportunity

The Georgia World Congress Center Authority is requesting sealed proposals for exhibit hall lighting and dimming system replacement at the Savannah Convention Center, with proposals due September 1, 2022 at 10:00 a.m. A strict communication restriction is in effect: interested firms may not communicate with Authority staff, GWCC officials, or their consultants regarding this solicitation except through formal written question submission (due August 25, 2022 at 10:00 a.m., with answers posted August 26).

The scope requires replacement of 130 existing metal halide fixtures (88 at 1000-watt and 42 at 400-watt) with Ephesus LUMA8 LED fixtures, conversion of the dimming system from a Leviton line-voltage platform to an ETC system with individual fixture control, and retention of 414 existing 500-watt quartz lights unless contractor recommends replacement. The contractor must provide comprehensive technical specifications, equipment, labor, and materials for complete installation. The contract term is 60 working days after execution with completion targeted by August 31, 2022; all work must coordinate with facility events.

Proposals will be evaluated on technical merit (70% weight) and cost (30% weight), with criteria including demonstrated experience, personnel qualifications, financial stability, references, and acceptance of GWCCA contract documents. The Authority encourages participation from small businesses, female-owned businesses, and minority-owned businesses and will grant preference to Georgia-resident proposers where applicable.

Contractors must submit a bid bond equal to 10% of base bid and a performance bond of 100% of the contract award amount, both issued by a Corporate Surety authorized to do business in Georgia; bonding costs must be included in the proposal price. A one-year installation warranty covering labor and materials is required in addition to manufacturer warranties. All work must comply with federal, state, and local codes including OSHA requirements and drug-free workplace standards.

A pre-proposal conference and mandatory site visit is scheduled for August 23, 2022 at 1:00 p.m. at the Savannah Convention Center. Proposals must be submitted in sealed envelope format with one original, three hardcopies, and one USB drive. The Authority reserves the right to reject any or all proposals, waive informalities, negotiate with selected proposers, and make awards on best-value basis. Barbizon Lighting Company is the Apparent Awardee.
