About this opportunity
The Illinois Finance Authority is extending its financial advisory services contract with Sycamore Advisors, LLC for fiscal year July 1, 2026 through June 30, 2027, with proposals due June 12, 2026. This is a sole-source or exempt-procurement action.
Sycamore Advisors will provide comprehensive financial advisory services including strategic program development, financial product design, market research, financing evaluation and structuring, creditworthiness analysis, bond valuation, loan portfolio assessment, and marketing support. Services encompass strategic planning with the Executive Director and IFA staff, participation in Project Review Committee meetings, preparation of financial models, coordination with credit enhancement providers and rating agencies, assistance with moral obligation bond transactions, and technical support to board members and staff on legislative matters. Deliverables and milestones are determined by periodic assignments from IFA on an as-needed basis, with no predetermined schedule in the contract. The vendor will not subcontract and will perform services across Chicago, Illinois; Indianapolis, Indiana; and New York, New York.
The estimated contract value is not to exceed $200,000 for the initial term, with a maximum total payment limit of $176,000 without formal amendment. Renewal-term pricing, if exercised, remains at the same rate as the initial term unless otherwise specified. The contract is funded through locally held funds of the Illinois Finance Authority.
Sycamore Advisors, based at 612 East 13th Street, Indianapolis, Indiana 46202, is represented by President Diana Hamilton. The vendor must maintain general liability insurance of $1,000,000 per occurrence, auto liability of $1,000,000 per occurrence, and workers' compensation as required by law. The State may terminate for convenience with thirty days' notice or for cause based on performance failures.
