About this opportunity
Eugene Water & Electric Board (EWEB) is soliciting bids under ITB 26-195-PW for the Shasta 800 Pump Station Access Improvements in Eugene, Oregon, with bids due electronically via OregonBuys by 2:00 PM Pacific Standard Time on November 24, 2026. The solicitation is subject to Oregon prevailing wage requirements under ORS 279C.800 to 279C.870. EWEB reserves the right to apply an Oregon preference for in-state products or services when price, fitness, availability, and quality are equal. Bidders are encouraged to identify state-certified MWESB or veteran-owned status, but no set-aside applies.
The scope covers site work at 3545 Potter Street: demolition of roughly 490 square feet of asphalt and concrete, reconstruction of the driveway and apron, concrete stairs with handrails, a variable-height poured-in-place retaining wall up to 6 feet, and re-stacking of an existing rock wall. Storm drainage includes 73 linear feet of 4-inch PVC pipe and trench drains, with 3-inch PVC electrical conduit added. Crews must coordinate with an existing 12-inch water line, a natural gas line, and a sewer manhole. Concrete must reach 3,000 PSI for structural elements and 2,500 PSI for yard concrete. Required permits include a City of Eugene encroachment permit, a grading and fill permit, an electrical permit, and traffic control plan approval at least five working days before work begins.
Qualification requirements are specific. The general contractor must show it has managed or completed at least three concrete or related projects within the past five years that included aprons, stairs, storm sewer, and electrical improvements. The proposed superintendent must be currently employed by the contractor, have served as superintendent on at least two concrete or similar projects within five years, and be on site full time throughout construction. All contractors and subcontractors must be registered with the Oregon Construction Contractors Board or the applicable state licensing board. Contractors must also maintain a qualifying employee drug-testing program.
Award goes to the lowest responsive and responsible bidder. A 10 percent bid bond is required if the bid exceeds $100,000, and the awardee must furnish performance and payment bonds each equal to 100 percent of the contract award amount. Notice to Proceed is estimated for January 10, 2027, with Substantial Completion due January 29, 2027 and Final Completion due February 26, 2027. EWEB reserves the right to reject any or all bids.
