About this opportunity
The Eugene Water & Electric Board (EWEB) is issuing Invitation to Bid (ITB) 26-022-GS for landscape materials and drop box haul and disposal services. This procurement seeks qualified vendors to supply a comprehensive range of materials and services including planting soil, lawn base, soil seed mix, barker mulch, decorative rock, yard debris disposal, wood waste disposal, and soil/sod/rock/concrete disposal. The estimated annual usage encompasses 20 cubic yards of planting soil, 700 cubic yards of lawn base, 10 cubic yards of soil seed mix, 50 cubic yards of barker mulch, 20 cubic yards of decorative rock, 200 cubic yards each for yard debris, wood waste, and soil/sod/rock/concrete disposal, 75 miles for delivery outside the standard radius, 50 drop box hauls, and 1,500 cubic yards of drop box waste disposal. Vendors must submit pricing for all unit items with all costs included for shipping, handling, travel, and delivery within a ten-mile radius from EWEB's Roosevelt Operations Center at 4200 Roosevelt Boulevard, Eugene, Oregon, with delivery required within two calendar days of order issuance, typically occurring Monday through Friday between 7:00 AM and 3:30 PM. Electronic bids must be submitted via the OregonBuys website by 2:00 PM PT on February 24, 2026. The contract will be awarded to the responsive and responsible bidder and will commence upon award for an approximately five-year term, with board approval anticipated in April 2026. No pre-bid conference is scheduled; however, vendors may submit questions through the standard procurement process.
Vendors responding to this procurement must maintain commercial general liability insurance of $1,000,000 per occurrence, automobile liability insurance, and workers' compensation coverage. Compliance with sustainability requirements including waste reduction, fuel efficiency, and environmentally preferred products is mandatory. The contract permits annual price increases up to a maximum of three percent following the first twelve-month period, with requests submitted 30 to 90 days before the contract anniversary. EWEB reserves the right to adjust contract quantities and does not guarantee minimum purchases, indicating that award values will depend on actual utilization of services and materials during the contract term. No set-aside designations or restrictions on organization types have been identified in the procurement documents, and no incumbent vendors or existing technology integration requirements have been specified. Interested vendors should prepare comprehensive proposals addressing all service categories and submit invoices identifying delivery locations and the requesting EWEB employee's name to accountspayable@eweb.org.
