About this file

This is a Bid Tabulation document for Invitation to Bid (ITB) 26-022-GS issued by the Eugene Water & Electric Board (EWEB) in Oregon for Landscape Materials and Drop Box Haul and Disposal Services. The procurement solicits bids for a comprehensive range of materials and services including planting soil, lawn base, soil seed mix, barker mulch, decorative rock, yard debris disposal, wood waste disposal, and soil/sod/rock/concrete disposal. Estimated annual usage includes 20 cubic yards of planting soil, 700 cubic yards of lawn base, 10 cubic yards of soil seed mix, 50 cubic yards of barker mulch, 20 cubic yards of decorative rock, 200 cubic yards each for yard debris, wood waste, and soil/sod/rock/concrete disposal, 75 miles for delivery outside the standard radius, 50 drop box hauls, and 1,500 cubic yards of drop box waste disposal. Electronic bids were due by 2:00 PM PT on February 24, 2026, via the OregonBuys website. The contract will be awarded to the responsive and responsible bidder for an approximately five-year term, with board approval anticipated in April 2026. Delivery is required within two calendar days of order issuance and must occur Monday through Friday between 7:00 AM and 3:30 PM within a ten-mile radius from EWEB's Roosevelt Operations Center at 4200 Roosevelt Boulevard, Eugene, Oregon.

Pricing must include all costs for shipping, handling, travel, and delivery within the standard ten-mile radius. The contract permits annual price increases up to a maximum of three percent following the first twelve-month period, with requests submitted 30 to 90 days before the contract anniversary. Vendors are required to maintain commercial general liability insurance of $1,000,000 per occurrence, automobile liability insurance, and workers' compensation coverage. Compliance with sustainability requirements including waste reduction, fuel efficiency, and environmentally preferred products is mandatory. EWEB reserves the right to adjust contract quantities and does not guarantee minimum purchases, meaning award values will depend on actual utilization of services and materials during the contract term. No set-asides, incumbent vendors, or existing technology integration requirements have been specified for this procurement.
