About this opportunity

The State of Maine Department of Public Safety, Bureau of Highway Safety, is soliciting bids for evidential breath alcohol measurement instruments and accessories for use by state, county, and municipal law enforcement agencies, with bids due July 11, 2012. Instruments must be on the U.S. Department of Transportation's conforming products list and must have been available for purchase for at least two years prior to bidding; only tested, non-prototype devices will be accepted.

The scope covers between 90 and 100 instruments, each including the device, printer, simulator hose and bracket if applicable, and software. Instruments must incorporate multi-wavelength infrared detection technology and meet stringent accuracy specifications (within 0.010 gms/210L or 5%, whichever is greater). Required connectivity features include 2D barcode readers, multiple USB ports, Ethernet connections, RS-232 compatibility, and an internal modem for remote updates and data transmission. All devices must comply with Maine Chapter 269 regulations governing evidential breath alcohol measurement devices. Bidders must provide a single price per instrument and a separate single price covering comprehensive training for technicians, instructors, and up to two people on data processing applications, all completed before first shipment.

The contract term is one year with an option to renew for two additional years. The successful bidder must deliver at least 30 instruments within 90 days of purchase order issuance, with subsequent batches of up to 30 units within 30 days of order placement. All instruments require a two-year warranty covering parts and labor, with service and repair completed within 55 days of receipt. All Maine law enforcement and criminal justice agencies will have the option to purchase instruments at the contract price. Awards will be made to the lowest responsible bidder offering the best value, considering quality, conformity to specifications, delivery dates, and overall economy. Bidder willingness to extend pricing to political subdivisions and school districts in Maine will be considered in the award decision.
