About this opportunity
The Florida Department of Transportation (FDOT) has issued a Request for Proposal (RFP) for the Evaluation of Retroreflective Sign Sheeting Materials by Accelerated Laboratory Weathering. The goal of the procurement is to validate an accelerated laboratory weathering testing protocol that can reduce the current 36-month outdoor exposure testing to just 6 months, while producing equivalent results. The selected vendor will be required to conduct research on this accelerated testing process, with the objective of establishing a new protocol that can be used to evaluate the performance of retroreflective sign sheeting materials. Proposals are due by January 31, 2023 at 9:00 AM, with a public opening of the technical proposals on the same date. The Department intends to award a contract with an initial term through September 30, 2024, and possible renewal options.
The RFP has a total maximum budgetary amount of $150,000, and proposals exceeding this amount will be deemed non-responsive. The Department encourages participation from Disadvantaged Business Enterprises (DBEs), and all proposers must be registered in the State of Florida's MyFloridaMarketPlace system. The resulting contract will be subject to a 0.7% MyFloridaMarketPlace transaction fee, and the vendor will be required to comply with applicable state laws, regulations, and FDOT policies throughout the contract term. Respondents are prohibited from contacting any state employees regarding this solicitation, except in writing to the designated procurement officer, from the release of the solicitation until 72 hours after the intended award posting.
